“Baltic States Urge Greater NATO Regional Presence”

Sven Mikser, Estonia’s defence minister, told the Financial Times that going beyond the current Nato air policing in the Baltics would send a strong message to Russia.
Security concerns in the region have grown following the annexation of Crimea by Russia and the build-up of Russian forces on Ukraine’s eastern border.
“We are interested in seeing as strong a Nato footprint as possible in the region...I believe, and I’m not alone, that the stronger deterrent value is land forces. Be it permanent here in the Baltics or some rotational units as in Turkey,” he said.
Nato currently provides fighter jets to patrol the skies over Estonia, Latvia and Lithuania. Allies including the US, UK, Denmark, France and Germany have pledged more planes in the coming months in a move that could see the size of the patrols tripled.
Raimonds Vejonis, Latvia’s defence minister, told the Financial Times his country was also interested in having a permanent Nato base in the region. “Society is asking for real Nato bases in the Baltic region,” he said.
Joe Biden, the US vice-president, said last month that the US was considering rotating forces to the Baltics as part of an effort to bolster Nato. On Tuesday, Nato’s chief said the alliance must review where in Europe it permanently positions its troops amid lobbying by Poland as well for forces to be based there. [波蘭也在進行遊說,希望北大西洋公約組織派駐陸軍。]
Mr Mikser conceded that there were different views within the alliance on how strong a presence was needed in the Baltics for deterrence purposes.
A diplomat in the Baltics from a Nato country said: “Permanent land forces is not yet on the table. Too many people are worried about the signal that would send Russia. But some form of stepping up of military presence through increased exercises and pre-positioning is possible.”
Russia on Wednesday again rejected Ukraine’s and Nato’s questions about its troop movements, saying there was “no reason for concern”.
“Russia has repeatedly stated that it is not conducting any unusual or unanticipated activities of military significance on its territory close to the border with Ukraine,” said the foreign ministry.
Estonia has also been pushing for some of the additional fighter jets pledged for air policing to be based at its Ämari airfield in the north of the region. Currently, all Baltic air policing is down from Siauliai in Lithuania in the south of the region.
“[The extra aircraft] are a very welcome show of solidarity. We see it as a logical solution to base some of those aircraft in Ämari in Estonia...We would like to see them [in the region] permanently,” he said.
His comments sparked concern in Lithuania that it could lose some of the Nato presence on its soil. But Mr Mikser said he had reassured his colleague that he was not talking about “rebasing a lot” from Siauliai to Ämari.
The Estonian defence minister also called on Nato to hold more exercises in the region based on Article 5, which states that an attack on one country is an attack on the whole alliance. He said he was also interested in the “pre-positioning of naval assets”, which allows for speedier deployment of forces.
Estonia is alone in the Baltics in spending 2 per cent of GDP on its military budget – the Nato target – but both Latvia and Lithuania have pledged to increase their spending, currently below 1 per cent, to the goal by 2020.
The three Baltic states are the only former members of the Soviet Union to become members of Nato or the EU and have been some of the most vociferous in criticising Russia’s actions in Ukraine.Despite Estonia, Latvia and Lithuania being heavily linked to their bigger neighbour through trade and energy links, all three countries are pushing for tougher sanctions on Russia.
Mr Mikser said: “Estonia sees what is happening in and around Ukraine, and we can’t take a mercantile approach and try to calculate the pluses and minuses. It’s an existential issue.
“We can’t put that in money terms. It’s of vital importance that Russia feels the pain, feels there is a real price to be paid of acting irresponsibly even if it hurts us a bit,” he said.
