老共這群老狗有改不了吃屎的老毛病，這幾天又在玩「假傳Uncle Sam的聖旨、畫虎Lan[pa]、企圖唬弄台灣人」的老把戲
一

老共這群老狗身上帶著說謊、貪婪、骯髒與恐怖的基因，他們的第一代玩死第一代的老K，現在他們的第二代又把老K的第二代玩弄於股掌之中，把連家、馬家------那一堆徐娘已老的「潘金蓮們」一個一個弄得神魂顛倒與服服貼貼的。

我們台灣人與老K那堆「潘金蓮們」的鬥爭，至今並沒有什麼值得稱道之處，更別說我們有什麼戰果可以鞏固了，由於老共把老K吃得死死地，老K又能把許多台灣人騙得團團轉，以致於能輕易地在台灣搞復辟，所以老共就根本不把我們台灣人看在眼裡，三不五時就鬼扯一通，認為能騙倒幾個台灣人，就算幾個。

建州派過去就不斷指出，老共有「蓄意扭曲美國政府在台灣議題上的立場與發言」的壞基因與惡習性，他們的目的是要台灣人對美國絕望，如此才會死心蹋地地跟著老共走，老共比任何人都清楚，台灣人唯一的指望是美國，所以他們若能讓台灣人相信「美國不保護台灣或對台灣沒興趣」，那台灣人就對美國再也沒有什麼指望，就只有對老共俯首稱臣了，這是要讓台灣人信心崩潰與投降的成本最低的法子。

我們在3/28/2014發表「老共又就台灣的政治地位放消息，騷擾與打擊台灣人」一文，我們說:

//北京的政府官員每次在與美國政府官員會談後，總會就「台灣議題」 單方放消息，他們經常假傳聖旨或歪曲事實，藉此來打擊台灣人的士 氣，這是北京一貫的伎倆，台灣人不要上當。我們台灣人必須找美國 官方的版本，來做了解、判斷或行動的依據。//

3/29/2014，我們發表「老共最近又混水摸魚，企圖竊取『美國所監護的台灣主權』」一文，該文的第一段說: //雖然現在鄉親們的注意力已在即將展開的反制馬英九當局賣台的黑衫軍的行動上 ，但建州運動還是在3/28/2014發表了「老共又就台灣的政治地位放消息，騷擾與打擊台灣人」一文，因為老共又在「台灣的地位」問題上，假美國政府之名 ，裝神弄鬼，胡說八道，企圖混淆視聽，企圖打擊台灣人的士氣及摧毀台灣人抵抗的意志。老共知道，一旦美國聲明要放棄台灣或不再保護台灣，台灣人恐怕只有投降一途了[台灣人的信心來自美國的承諾]，所以他們經常會假藉美國政府的名義，來欺騙台灣人。//

我們希望台灣與台美鄉親們能再度閱讀該兩篇文章，但由於它們的篇幅不短，所以我們把它們放在底下，做為附錄。

正如有三隻手的扒手會經常手癢難耐一樣，只要一天不胡說八道或不編織謊言的老共也會覺得對不起他們自己的祖宗，他們在今年3月才藉歐巴馬與習近平的「海牙會」對台灣人撒謊，事隔七個多月，習某又與美國總統再度在北京會晤，所以老共的謊言與謠言製造機---新華社---又技癢難耐，再度利用機會，再一次唬弄台灣人。

我們先來讀一則報導:

　　（北京十三日電）//中國國家主席習近平昨天向奧巴馬總統表示，希望美方以實際行動支持兩岸關係和平發展。奧巴馬在聯合記者會上則重申遵循以美中三公報和台灣關係法為基礎的一個中國政策，美方鼓勵台海兩岸當局建立聯繫，在尊嚴和尊敬的基礎上降低緊張，增進穩定，這樣做符合兩岸與區域以及美方的利益。

　　對於美方不支持台獨與藏獨的立場，新華社出現疑似內外有別的報導版本。新華社中文網宣稱，奧巴馬表示，「美方沒有圍堵或損害中國統一的意圖」，美方不支持台獨，堅定支持兩岸關係改善。但新華社英文網版本只说奧巴馬保證美方對台立場並無改變，不支持台獨，並未出現「美方沒有圍堵或損害中國統一的意圖」這樣的说法。

　　新華社稱，習近平向奧巴馬指出，維護台海和平穩定，符合中美共同戰略利益，希望美方恪守一個中國政策和中美三個聯合公報的原則，停止售台武器，以「實際行動」支持兩岸關係和平發展。

　　奧巴馬則回應美方在台灣問題上的立場沒有變化，美國不支持台獨，堅定支持兩岸關係改善，希望這一趨勢繼續保持下去。中文網比英文網多出「奧巴馬則回應稱，美方沒有圍堵或損害中國統一的意圖」這段內容。

　　綜合美國媒體報導內容，奧巴馬向習近平提及「圍堵」一詞，應該是在十日晚間中南海散步茶敘時，表示「美方沒有圍堵中國崛起的意圖，因為不符合美方利益」。

　　新華社中文和英文網都稱，奧巴馬向習近平表示，「美方承認西藏是中華人民共和國的一部分，不支持西藏獨立」。奧巴馬雖表示美方不支持台獨，但未表示「美方承認台灣是中華人民共和國的一部分」。此外，奧巴馬在記者會上則呼籲北京當局採取行動，保存西藏獨特的語言文化和宗教認同。//

老共的「新華社」因為有說謊的壞基因，所以聲名狼藉，如今竟連立場一向比較接近北京的「中國日報」(在美國華美人社區發行與流通)也不敢對「新華社」的新聞稿照單全收，它的記者與編輯竟然比過去慎重，仔細核對了「新華社」所發出的中文與英文兩種版本的新聞稿，發現它們的不同，並加以報導，還用「新華社中文網加油添醋」這幾個字做標題，這肯定會引起老共的不滿。

台灣的被統派媒體「聯合報系」也引用了國民黨控制的「中央社」的一則新聞稿，該新聞稿與報導也顯示「中央社」及「聯合報系」比以前稍為慎重，並稍有進步，以免這一次再淪為老共的傳聲桶，再出洋相。

//美國在台協會前理事主席卜睿哲今天表示，大陸新華社指美國總統歐巴馬曾說「美國沒有圍堵或損害中國統一意圖」的報導，相信不是歐巴馬的原意，美方對此原則沒有改變。

卜睿哲（Richard Bush）出席傳統基金會（Heritage Foundation）活動後，對有關大陸新華社文字報導指稱，歐巴馬與中國大陸國家主席習近平會晤時曾說，「美國沒有圍堵或損害中國統一意圖」，認為那不是歐巴馬的意思。

卜睿哲表示，英文所謂「統一」（Unity）的字眼有國家團結的意思，當然也代表統一，這個字有許多意義；例如全句可解釋為「不損害中國的團結」，相信這是歐巴馬的意思。

他認為，新華社可能見到強調另一個解釋比較有價值，但相信那不是歐巴馬的原意。

卜睿哲說，過去多任美國政府，對台灣是否要與中國大陸統一，以及如何統一的認知相當清楚，這些原則沒有改變。

至於歐巴馬從未公開說「不支持台獨」，新華社英文報導寫到，歐巴馬保證「美方對台立場並無改變，不支持台獨。」卜睿哲表示，那是歐巴馬過去就曾表達的看法，不須特別關注。//

卜睿哲個性溫和，說話輕聲細語，用字遣辭也文謅謅地，他說，「新華報導非歐巴馬本意」，用白話來說 ，就是「老共的新華社扭曲歐巴馬的談話，或自己編造了歐巴馬沒說過的話」。

建州運動希望美國國家安全會議亞太部門的資深主任或國務院亞太事務助卿或底下專管台灣、蒙古、中國與香港事務的副助卿能找個適當的機會，再度澄清，並對中共予以譴責，讓老共再度出洋相。六

為了進一步了解歐巴馬在北京談話的內容，我們必須找出美國的官方記錄，至少是有關的部分記錄(白宮網站上的公開記錄)。

And we encourage further progress by both sides of the Taiwan Strait towards building ties, reducing tensions and promoting stability on the basis of dignity and respect, which is in the interest of both sides, as well as the region and the United States.” [我再度確認我對我們美國的基於美中三公報以及台灣關係法的一個中國政策的承諾。](註: 「我們美國的基於美中三公報以及台灣關係法的一個中國政策」是一個非常複雜與高深的術語，建州派曾為文解釋過，相信鄉親們可能還有印象。不管再怎麼複雜，我們都可以很明確與簡單地向鄉親們報告，「美國的一個中國政策」並沒有承認與接受老共的「台灣是中國的一部分」的主張。老共只要聽到美國高層搬出這套術語，他們就知道他們討不到便宜，所以才會瞎掰與加油添醋，企圖唬弄與嚇唬不在場的台灣人。)

關於美中兩國領導人這次在北京的「聯合記者會」，我們在美國官方的公開記錄中，的確找不到歐巴馬曾對習近平與媒體說「台灣是中國的一部分」，但歐巴馬的確是說了「他承認圖博是PRC的一部分，美國不支持圖博獨立」:

“We think history shows that nations that uphold these rights -- including for ethnic and religious minorities -- are ultimately more prosperous, more successful, and more able to achieve the dreams of their people. In that context, I did note that we recognize Tibet as part of the People’s Republic of China. We are not in favor of independence. But we did encourage Chinese authorities to take steps to preserve the unique cultural, religious and linguistic identity of the Tibetan people.”

很令人不解的是，老共在海外的喉舌(包括英文與中文的「環球時報」，它們是老共「人民日報」的海外版，它們的言論十分狂妄與囂張，心智健全的美國人讀了，肯定對老共不會有任何幻想，這是老共對台灣人與世人的最大貢獻之一，因為有了「環球時報」這種媒體，我們就不愁研讀此類媒體的美國專家、學者及情報機構不識老共與老中的張牙舞爪與惡形惡狀)對此竟然隻字未提[注: 老共現在已有羞恥心或已懂得節制了嗎?我們認為不是，它有可能出於難以解釋的原因]，倒是「英文台北時報」對此重大事件沒有放過。

“Obama’s Taiwan remarks unconfirmed”

Neither the American Institute in Taiwan (AIT) nor the Ministry of Foreign Affairs was able to confirm that US President Barack Obama recently expressed the US’ stance on Taiwanese independence to Chinese President Xi Jinping ( 習近平 ), but President Ma Ying-jeou ( 馬英九 ) said that Obama has mentioned to Xi that the US does not support the nation’s independence. [AIT與台灣的外交部都無法證實美國總統歐巴馬最近對中國國家主席習近平是否做出美國對台灣獨立一事的立場的表達。]

Ma told the Nikkei Asian Review in an interview on Thursday that: “President Barack Obama also mentioned during the summit that the US is happy to see relations between the two sides across the Taiwan Strait improve, whilst it does not support Taiwan’s independence,” according to the English excerpts provided by the Nikkei and a Chinese version published on the Presidential Office Web site. [但「馬被統」卻對日本媒體說，歐巴馬日前曾在北京表示，美國不支持台灣獨立。]

Ma made the remarks in response to the Nikkei asking what he took from the just-concluded APEC summit, at which Obama and Xi held a bilateral meeting on Wednesday after a dinner on Tuesday night which lasted two hours.

It was not clear what Ma based his statement on, but the reported remarks by Obama were originally picked up by China’s Xinhua news agency on Wednesday, which was then cited in a report run by the Central News Agency (CNA) the same day. [馬某的說詞到底有什麼依據，此事並不清楚，但歐巴馬被報導的發言是源自11/12/2014老共新華社的報導，隨後台北的中央社又根據新華社的報導發出新聞稿。]

The Xinhua English-language report said: “President Barack Obama reiterated on Wednesday that the United States does not support ‘independence’ of Taiwan and Tibet.” [新華社的英文新聞稿稱，美國總統歐巴馬在星期三重申，「美國不支持台灣與圖博獨立」。注: 老共的手法拙劣，因為台海事務的專家學者都很清楚，華府向來都將台灣與圖博加以區隔，不會混在一起處理。不過，老共這一招卻可以蒙騙一般的台灣民眾。]

It said Obama made the remarks when he met with Xi.

The part about the US’ stance on Tibet was attested to by the transcript of the joint news conference following the Obama-Xi meeting, available on the White House Web site, and included Obama saying: “I did note that we recognize Tibet as part of the People’s Republic of China. We are not in favor of independence.”

However, Obama saying that the US does not support Taiwanese independence was nowhere to be found in the transcript.

According to the transcript, Obama mentioned Taiwan only when he said: “I reaffirmed my strong commitment to our one-China policy based on the Three Joint Communiques and the Taiwan Relations Act. And we encourage further progress by both sides of the Taiwan Strait towards building ties, reducing tensions and promoting stability on the basis of dignity and respect.”

When asked by the Taipei Times yesterday, the AIT was unable to confirm if Obama actually told Xi that the US does not support Taiwanese independence.

AIT spokesperson Mark Zimmer said the mention of Taiwan in the transcript was Obama’s only comment on Taiwan that he was aware of.

As of press time, the ministry had not responded to the Taipei Times’ requests as to whether it had clarified with the US regarding Obama’s quote in the Xinhua report.

According to sources in diplomatic circles, Obama has never told China on the record that the US does not support Taiwanese independence, despite the position being part of the US’ Taiwan policy.

Although the US’ policy is to not support the nation’s independence, it would be something else for a US president to voice it, the sources said.

“Had Obama said that, it would mean that Beijing had pressed [Obama to do so] and got its desired result,” the sources said.

Richard Bush, former AIT chairman and director of the Center for East Asia Policy Studies at the Washington-based Brookings think tank, held a different view.

It is a matter of no consequence whether Obama told Xi that the US does not support Taiwanese independence, because it is the US’ long-held policy, Bush said.

A CNA report from Washington yesterday said that the US had briefed Taiwan on the Obama-Xi meeting according to past precedent.

老共的「新華社」是否編出「歐巴馬日前曾在北京對習近平說，美國不支持台灣獨立」一事，倒還在其次，反正這已是自尼克森以來的美國總統口中常唸的經，[在這一點，對台灣獨立運動與獨派的台灣人及台美人而言，應該是「死豬不怕滾水燙了」，  華府再繼續唸這個經，再也傷害不了]重要的是，歐巴馬有沒有說「美國承認與接受台灣是中國的一部分」。歐巴馬與習某會談時，身邊就坐著國務院亞太事務助卿Daniel R. Russel與其他的東亞事務官員，他們對此天大地大的事絕不會糊塗，也會幫助歐巴馬不犯下大錯，事實上，任何人也找不到任何美國官方的記錄，可以支撐或證明老共「新華社」的單邊操弄。「新華社」的英文新聞稿不敢大大方方地瞎編，這也足以證明猥瑣的老共就如陰溝裡的老鼠，根本見不得人。就是老共在美國辦的老報---「僑報」，這次在報導時，也不敢再胡鬧，「僑報」的報導有這麼一段: 「美方在台灣問題上的立場沒有變化，美國不支持台獨，------------美方承認西藏是中華人民共和國的一部分，不支持西藏獨立。」也就是說，即便連「僑報」這種匪報這次也學乖了，不敢再造次與亂搞。
