[台灣建州運動]在1994年被周威霖與他的同志們在台灣建立, 這個運動主張[台灣人民在美國政府所認為的適當時機, 透過自決與公投, 加入美國], 第一個階段先讓台灣成為美國的領地, 第二階段再經一次公投成為美國一州.

[台灣成為美國的領地]是台灣前途解決的[中程解決方案], 在台灣成為美國領地之後, 經過一段時間, 台灣領地人民再來進行第二次的公投, 那時公投的選項當然可以包括[台灣成為美國一州].[台灣獨立建國].[台灣繼續做為美國的領地]及其它的方案.

[台灣建州運動]現階段極力主張與強力推動[台灣成為美國的領地], 這應該是 [反國民黨統治當局及中國聯手偷竊台灣主權] 的所有台灣住民目前最好的選擇.

在[舊金山和約]中被日本拋棄的台灣主權至今仍在美國政府的政治監護之中, [台灣建州運動]決心與台灣住民. 台美人.美國政府及美國人民一起捍衛台灣主權, 並呼籲台灣住民將台灣主權正式交給美利堅合眾國, 以維護並促進台灣人民與美國的共同利益.

在PAX AMERICANA(「大美和平」,終戰後美國所建立的「自由國際秩序」)下,台灣與日本的位置與角色

在終戰後,日本本土人與原為日本國民的台灣人均為戰敗國人民,日本由美軍直接佔領與統治,台灣與澎湖則由盟軍總司令部委託「蔣介石中國」(在盟國代表的陪同與監督下)接收與統治。

台灣人民在「舊金山和約的系統」(包括「日蔣和約」與「美蔣共同防禦條約」)中,是被託管的人民,「日蔣和約」與「美蔣共同防禦條約」雖已被廢棄,但「舊金山和約」仍然有效,「在台灣的人民」是在「台灣關係法」所指的「在台灣的統治當局」的「委任統治」之下。

台灣在「台灣關係法」之下,是美國的保護地(勢力範圍、藩屬或附庸),但在美國政府的政策中,台灣是美國的「安全夥伴」,做為美國的安全夥伴、藩屬或附庸,台灣人民都必須承擔與善盡協助美國保衛台灣的部分責任,如果用今天美國政府的術語來說,就是要支持美國「重返亞洲」的戰略與政策,並承擔軍事圍堵霸權中國的部分責任。

日本透過舊金山和約,與包括美國在內的絕大多數盟國結束了戰爭與敵對的狀態,且在1951年即與美國簽訂安全條約(1960年改為美日安保條約),成為美國的盟國,至今沒變,在中國新邪惡帝國竄起的今天,做為美國的junior partner的日本當然必須大力建軍,以便在美日同盟的基礎上,在全世界各地支援美軍作戰或與美國並肩作戰,以維護「大美和平」。



日本首相安倍晉三日前來了美國一趟,他於9/25/2013在智庫Hudson Institute接受Herman Khan Award並,在那裡發表演說,其要點如下:

1. It is my bebelief that Japan and the United States together should lead to Indo-Pacific Century to make it one that cherishes freedom, democracy, human rights, and rules-based order, with the TPP as its backbone.

2. Japan should not be the weak link in the regional and global security framework WHERE THE U.S. PLAYS A LEADING ROLE.

3. We must be a net contributor to the provision of the world's welfare and security. And we will. Japan will contribute to the peace and stability of the region and the world even more proactive than before.

4. I am determined, ............, to make my beloved country a "Proactive Contributor to Peace."

5. So call me, if you want, a right-wing militarist.

日本在美日安保體制下擴軍,本就符合美國重返亞洲的利益、期待、戰略與政策,現在被視為右翼的代表性人物的安倍又奉美國為老大 ,且高舉美國價值與TPP,這讓中國完全沒有見縫插針的機會,也可以讓美國及絕大多數的東亞國家完全放心。

我們不難想像,北京會有什麼反應,安倍早就知道北京會有什麼反應,所以他說: "So call me, if you want, a right-wing militarist." 他真不愧是個領導者。



「台灣建州運動」在2010年歐巴馬政府開始揭示「重返亞洲」的政策與戰略時,就開始公開支持,我們為此公開發表了不下三十篇的文章,有系統地加以分析與介紹,其中半數文章屬於軍事領域。

一直到今年六月與七月,民進黨與台聯黨的主席訪美,我們才聽到他們公開聲明,支持美國政府的「重返亞洲」的政策與戰略,至此台灣人的主要黨派都已搭上了美國的戰車,步上了正軌。

由US-Taiwan Business Council做東道主的年度US-Taiwan Defense Industry Conference今年9/29至10/1在Maryland州Annapolis召開,此項會議被稱為"Taiwan Defense Summit",今年是第12屆,會議主持人是USTBC的理事長Dr. Paul Wolfowitz(前副國防部長)。

美台合作目標:確保台灣強大自信 2013-10-02自由時報 

〔駐美特派員曹郁芬╱馬州安娜波里斯市九月三十日報導〕美國國防部主管戰略的副助理部長邱丹尼爾今天表示,美台合作的核心目標就是要確保台灣的強大與自信,並免於威脅與恐嚇。他並鼓勵美國軍火商多跟台灣合作,以協助台灣的軍事現代化,也期待台灣投入更多資源在國防改革上。

美國國防部直到卅日清晨才通知美台商會,台裔的邱丹尼爾將出席今晚的餐會並發表演說,國防部與國務院資深官員去年雙雙缺席。據國防業者轉述,邱丹尼爾對美台軍事合作釋出正面訊息,強調美國基於三公報和台灣關係法的一個中國政策未變,從歐巴馬政府出售給台灣的軍售項目和數額看來,美國對台灣關係法的遵守是很堅實的。

邱丹尼爾表示,美國支持兩岸情勢降低的作為,認為一個有自信的台灣才可以在平等與和平的基礎上和北京管理彼此的歧見。保持台灣海峽的和平與穩定是美國在亞太廣大戰略利益的基礎。他也樂見台灣國防部採取具體措施改善台灣安全,並將不對稱戰力與創新能力整合到國防體系裡。台灣擁有足夠的人員、配備、訓練和教戰守則以嚇阻意圖威嚇台灣的侵略者是十分重要的。但他在演說中並未提到具體對台軍售項目。

出席會議的台灣國防部軍備副部長嚴德發在記者會表示,台灣未放棄尋求美國協助以採購柴油潛艦的計畫,新一代戰機的採購則希望至少性能要超越升級後的F16A/B型戰機。美方在會中關切台灣募兵制的實施進度與資源投入,嚴說,洪仲丘案對募兵制的影響不大,例如洪案發生前,社會青年的報考率是六十六%,七月三日之後報考率為 七十三%。

嚴德發指出,台灣絕不會因為兩岸關係和緩,而放棄防衛武力整建。台灣願意配合美國的重返亞洲政策,在關鍵時刻發揮更大力量,參與人道救援和救災等「非傳統安全」的區域性合作。他並對媒體表示,中國對台灣最大的威脅還是飛彈,但中國提議撤飛彈而要美國減少對台軍售是沒有意義的,因為飛彈有機動性。兩岸目前也沒有足夠互信來談軍事互信機制。

The core objective of the US partnership with Taiwan is to ensure that the island is “strong and confident, and free from coercion and threat,” a senior Pentagon official reportedly told the US-Taiwan Defense Industry Conference.

Only when it acts from a position of strength can Taipei engage in productive dialogue with Beijing to equitably and peacefully merge differences, US Deputy Assistant Secretary of Defense for Strategy Daniel Chiu said.

The conference was closed to the press and the Pentagon refused to provide a copy of Chiu’s remarks, but several different sources provided the Taipei Times with an outline of the keynote speech delivered on Monday. Overall, those attending the conference were reassured by Chiu’s words, which followed widespread discussion that the US had been neglecting Taiwan.

Chiu said that the US’ obligation to Taiwan did not begin and end with arms sales. Washington’s overall defense cooperation was broader and more consequential than any single dimension of it, he said, adding that Taiwan needed to focus its planning and procurement efforts on a nontraditional, innovative and asymmetric approach.
Defense reforms to date were important and necessary, but were not sufficient, Chiu said.

The preservation of peace and stability in the Taiwan Strait is fundamental to broader US strategic interests, chief among them the promotion of peace and prosperity in the Asia-Pacific region, Chiu said.

As part of a broad defense and security system agenda, the US constantly engages with Taiwan in evaluating, assessing and reviewing its defense needs. The US supported Taiwan’s military modernization efforts.

Security is a necessary precondition to peace and prosperity, and it is crucial that Taiwan’s defense force had the capability to defend the nation, he said.

It is important for Taiwan to have the military personnel, equipment and training that would make an aggressor pause before using threat or force for the purpose of coercion or aggression, he added.

CURRENT ASSIGNMENT:


Dr. Daniel Y. Chiu was appointed as Deputy Assistant Secretary of Defense for Strategy in March 2012. He is responsible for strategy development and strategic planning in the Office of the Secretary of Defense. Dr. Chiu leads work on identifying and monitoring global trends related to potential future security challenges. This includes assessing political, military, economic, natural-resource, and environmental issues as they relate to U.S. security interests as well as identifying the range of potential strategic risks and opportunities under conditions of complexity and uncertainty. Dr. Chiu was awarded the Secretary of Defense Medal for Outstanding Public Service in January 2012 for his work on the 2012 Defense Strategic Guidance as Acting Deputy Assistant Secretary of Defense for Strategy.

PAST EXPERIENCE:

Dr. Chiu previously served as Principal Director of Strategy in the Office of the Secretary of Defense from May 2009 to December 2011 with a focus on leading work on the Support to Strategic Analysis processes, products, and community for the Under Secretary of Defense for Policy. He was awarded the Secretary of Defense Medal for Exceptional Public Service for his work on the 2010 Quadrennial Defense Review.

Prior to joining the Department of Defense, Dr. Chiu was a Research Staff Member at the Institute for Defense Analyses where he served as a Study Director in the Joint Advanced Warfighting Division as well as in the Strategy, Forces, and Requirements Division conducting studies on strategic planning and developing Defense Planning Scenarios for the Office of the Secretary of Defense. Before that, he was the Senior Director for Strategic Planning and Analysis at the Hicks & Associates, Inc. Center for Adaptive Strategies and Threats where he served as a consultant to the Department of Defense on strategic warning, long-term planning, and red teaming. His previous positions include Senior Associate for Strategy and Weapons of Mass Destruction Studies at DFI International as well as Strategy and Policy Analyst working primarily on Asian-Pacific security issues at the Center for Naval Analyses.
Dr. Chiu has served as a Summer Study member for the Defense Science Board, a Senior Mentor for the Center for Strategic and International Studies Project on Nuclear Issues, and as an Adjunct Professor of International Relations and Public Policy at the graduate level.

EDUCATION:
Dr. Chiu received a B.A. with honors in Political Science from McGill University, M.A. in International Relations and Economics from the Johns Hopkins School of Advanced International Studies, and Ph.D. in International Relations from the Johns Hopkins University.
